US censures Afghanistan over detained Americans, could ban US travel to the country

WASHINGTON, March 9 (Reuters) - U.S. Secretary of State Marco Rubio on Monday censured Afghanistan over its detention of ‌American citizens, a move that could lead to a ban on ‌U.S. passport holders traveling to the country.

Rubio said in a statement he was designating Afghanistan's Taliban ​government as a "state sponsor of wrongful detention," demanding that Kabul release all U.S. citizens detained in the country, including Mahmood Habibi and Dennis Coyle.

"The Taliban continues to use terrorist tactics, kidnapping individuals for ransom or to seek policy concessions. These despicable ‌tactics need to end," he ⁠said, adding that he had concluded it was not safe for Americans to travel to the country because of the ⁠risk of being unjustly detained.

The U.S. is also seeking the return of the remains of Paul Overby, an author who was last seen close to Afghanistan's border with ​Pakistan in ​2014, two sources familiar with the situation ​said.

The sources said the U.S. ‌could restrict the use of U.S. passports for travel to Afghanistan if it does not meet the U.S. demands. Such a passport restriction is currently only in place for North Korea.

Rubio on February 27 issued the same determination against Iran, the first country to be designated under an executive order signed by President Donald ‌Trump in September. Rubio warned the U.S. ​could restrict travel to Iran over its detention ​of U.S. citizens, but has not ​imposed any restrictions. The U.S. and Israel launched a war ‌against Iran the day after the ​determination was announced.

Reuters was ​unable to reach the government in Afghanistan for comment.

Afghanistan's Taliban government has previously denied it detained Habibi, who was the head of Afghanistan's civil ​aviation.

CBS News was the ‌first to report on the U.S. considering designating Afghanistan as a ​state sponsor of wrongful detention earlier on Monday.

Charlotte Manley, a past assistant for the formerPrince Andrew, has agreed to speak with police in the wake of Andrew's arrest.

The 68-year-old former Royal Navy officer served as a private secretary and treasurer to Andrew from 2001 to 2003, and was also Andrew's assistant private secretary and treasurer since 1996.

Manley toldThe Timesin the U.K., that she'd be willing to speak with police about her time serving King Charles' brother, now known as Andrew Mountbatten-Windsor.

When theTimesvisited her home to ask about the alleged payment and the accusations against her former employer, Manley declined the opportunity to comment on the accusations against her former employer, saying, "I would rather talk to the police than the press, not that I would have much to tell them."

Manley regularly accompanied Andrew on his international visits while he was serving as the U.K.'s special representative for trade and investment.

Andrew was arrested on Feb. 19 and detained for 11 hours on suspicion of misconduct in public office, linked to allegations that he improperly shared information as a U.K. trade envoy with the late convicted sex offender Jeffrey Epstein.

According toThe Times, Manley signed a £75 ($100) check from the Buckingham Palace bank account on Andrew's behalf in 2000 for a massage arranged by Epstein's girlfriendGhislaine Maxwell.

PEOPLE has reached out to Buckingham Palace for comment.

Maxwell's former masseuseMonique Giannelloni previously sharedthat Manley arranged for her to visit Andrew at the Palace.

"I got to the room and Andrew was stood there in a robe," Giannelloni previously told theDaily Mail. "After saying 'hello', he disappeared to the bathroom and came back in the nude. I averted my eyes, and I was quite embarrassed."

Giannelloni added that despite the initial awkwardness, Andrew was "very nice and very gentlemanly" for the rest of the massage.

Andrew's conduct has been called into question for more than a decade thanks to sexual-assault allegations made by lateprominent Epstein accuser, Virginia Giuffre. Andrew has repeatedly denied claims that Giuffre was forced into sexual encounters with him at the age of 17 in the early 2000s. In 2022, the two reached a civil settlement without admission of liability.Giuffre died by suicidein 2025.

As Andrew's fall from grace continues, an MP has now called for an offshore firm linked to the royal to be investigated. The MP is seeking answers on whether the firm helped to fund Andrew's escapades while he served as trade envoy.

According toThe Times, documents revealed that Andrew jointly owned a company called Inverness Asset Management, which was registered in the British Virgin Islands in 2007 and later wrapped in 2019.

Men who brought explosives to NYC protest cited Islamic State as inspiration, complaint says

NEW YORK (AP) — Two men who broughtexplosivesto a far-right protest outside New York City's mayoral mansion said they were inspired by the Islamic State extremist group, according to a court complaint.

Emir Balat, 18, and Ibrahim Kayumi, 19, were being held without bail after a court appearance Monday on charges that include attempting to provide material support to a foreign terrorist organization and using a weapon of mass destruction. Their lawyers didn't argue for bail but could do so later.

The homemade devices,which did not explode,were hurled Saturday during raucous counterprotests against an anti-Islam demonstration led by Jake Lang, a far-right activist and critic of New York Mayor Zohran Mamdani, a Democrat and the first Muslim to hold the office.

"Balat and Kayumi sought to incite fear and mass suffering through this alleged attempted terror attack in the backyard of an elected city official," James Barnacle, who runs the FBI's New York office, said at a news conference after the brief court session.

The defendants said nothing in court, but Kayumi smirked and looked over at Balat as the judge read part of the complaint alleging they acted in support of the Islamic State group. Balat stared ahead at the defense table.

According to the complaint, Kayumi blurted out, as he was being arrested Saturday, that "ISIS" was the reason for his conduct. Balat later told authorities that he had pledged allegiance to the extremists, and Kayumi asserted that he was affiliated with the group, the complaint said.

Officers asked Balat whether he was aiming to accomplish something akin to the 2013 Boston Marathon bombing that killed three people and wounded hundreds more.

"No, even bigger," Balat replied, according to the complaint.

Defense attorney highlights suspect's youth

Emir Balat's lawyer, Mehdi Essmidi, said outside court that his client is a Philadelphia-area high school senior with "complicated stuff going on" in his personal life. "There's a lot to figure out," the attorney added.

Asked whether he believed Balat was a terrorist, the lawyer said: "I believe he's 18 and he doesn't have any idea what he's doing."

Kayumi's lawyer, Michael Arthus, pointed in court to the extensive publicity surrounding the case and asked that prosecutors avoid saying anything that could prejudice potential jurors.

No one answered the door at a home listed as belonging to one of Kayumi's relatives in Newtown, Pennsylvania. At a home where neighbors said Balat lives in nearby Langhorne, a young man declined to comment when a reporter knocked on the door.

A spokesperson for Neshaminy High School, located in Langhorne, confirmed that Balat is in his senior year there. He has not attended in-person classes since enrolling in the district's virtual program this past September, according to a note sent to parents Monday by the district's superintendent.

Essmidi said he didn't believe the two young men had known each other for long. Police Commissioner Jessica Tisch said neither defendant had a criminal history.

Meanwhile, U.S. Attorney General Pam Bondi commented on social media that authorities "will not allow ISIS's poisonous, anti-American ideology to threaten this nation."

No ties to Iran war are identified

Tisch said there are no indications that the attack was connected to the ongoingwar in Iran.

An automated license plate reader captured the defendants entering New York City from New Jersey less than an hour before the noontime attack, according to the complaint. Kayumi's mother filed a missing person report, saying she last saw him around 10:30 a.m. Saturday.

The men's vehicle — registered to one of Balat's relatives — was discovered Sunday, a few blocks from where they were arrested. A search of the car turned up a fuse, a metal can, and a list of chemical ingredients and components that could be used to build explosives, the complaint said.

Lang's sparsely attended protest Saturday drew a far larger group of counterdemonstrators. Amid the faceoff, Balat tossed a jar-sized device that contained the explosive TATP into the crowd, the complaint said. The object also contained a fuse, plus an exterior layer of duct-taped nuts and bolts, the complaint said.

The device extinguished itself steps from police officers. According to the complaint, Balat then ran down the block and collected a second, similar device — which has yet to be tested for explosives — from Kayumi. Balat dropped it near some police officers and tried to run away, the complaint said. Police tackled Balat and soon arrested him and Kayumi.

"Violence that is meant to chill free speech, violence that is meant to keep us from assembling peaceably, will be met with swift justice," Manhattan-based U.S. Attorney Jay Clayton said at a news conference Monday.

Protester arrested on unrelated charges

The scene had grown chaotic even before the devices were thrown. Police said one person involved in the anti-Islam demonstration, Ian McGinnis, 21, was arrested after he pepper-sprayed counterprotesters.

McGinnis, of Philadelphia, was released without bond after pleading not guilty Sunday to assault and aggravated harassment in a New York court, records show. His attorney, Steven Metcalf, said Monday that McGinnis was defending himself from counterprotesters.

Three others were arrested but released without charge.

Lang, who's running for U.S. Senate in Florida, was charged with assaulting an officer and other offenses during theJan. 6 insurrectionat the U.S. Capitol. He was later freed from prison as part ofPresident Donald Trump's sweeping act of clemency.

While Mamdani spoke to reporters Monday morning at the mayoral residence, Gracie Mansion, Lang heckled from outside the gates.

This story has been corrected to reflect that police are now identifying one of the suspects by the name Ibrahim Kayumi, instead of Ibrahim Nikks. Earlier headlines were corrected to show Tisch referred to the possibility of the suspects being inspired by rather than related to the Islamic State group.

ESPN's Adam Schefterreportedat the time that the move was "a placeholder" while the Jets continued to work on reaching agreement on an extension with their running back.

The Iowa State product will make $14.3 million on the franchise tag in 2026 unless he signs a long-term extension in the coming months.

Meanwhile, NFL free agency's negotiation period began on March 9. Within hours of the "legal tampering" window opening, the Jets had agreed to terms on over $100 million in contract money with a handful of free agents and an extension for safetyMinkah Fitzpatrickafteracquiring him via trade.

Despite the apparent message Hall was sending to the Jets' front office as he waits for his extension, the running back has responded positively to New York's free agent signings.

Replying to one user who speculated Hall has to be liking the Jets' moves so far, Hall wrote: "I am (not gonna lie), filling a lot of holes (right now)!!"

Hall also replied to another user's social media post, writing, "I'm happy we spending ... we need to!"

Pass rusher Odafe Oweh has agreed to terms with the Washington Commanders on a 4-year, $100 million deal in free agency,NFL Network's Ian Rapoport reported Monday.

The contract comes with $68 million in guaranteed money, per the report.

With the deal, the Commanders add a much-needed upgrade to a defense that ranked last in the league in yards allowed and 28th in pass defense last season. Oweh, 27, is a high-end pass rusher in his prime, two seasons removed from posting a career-high 10 sacks with the Baltimore Ravens in 2024.

The Commanders also reportedly agreed on Monday to a three-year, $24 million dealwith 28-year-old defensive tackle Tim Settle, who started 23 games for the Houston Texans over the course of the last two seasons.

Commanders add much-needed pass rush help

Oweh joined the Chargers last season as a short-term rental to upgrade their pass rush via an in-season deal with the Ravens ahead of the trade deadline. He played 12 games with the Chargers after the trade, tallying 7.5 sacks, 13 quarterback hits, 28 combined tackles and 8 tackles for loss.

Prior to the trade, Oweh was struggling with the Ravens on the heels of his career season and failed to record a sack in his five 2025 games with Baltimore. Now, thanks to his strong finish with the Chargers, Oweh has a lucrative deal to play for a Commanders team in desperate need of help in the pass rush.

Oweh immediately slots in as Washington's top pass rusher. Von Miller led the Commanders with nine sacks last season at 36 years old. He was playing on a one-year contract and is now a free agent. No other Commanders player recorded more than 5.5 sacks last season.

Dorance Armstrong Jr. is Washington's returning leader in sacks after posting 5.5 in 2025. Jake Martin also recorded 5.5 sacks, but is a pending free agent.

Washington is looking to bounce back from a disappointing 5-12 campaign on the heels of advancing to the NFC championship game after the 2024 season. In addition to a return to health for quarterback Jayden Daniels, getting younger and better on defense is key to those hopes.
